Horizon Commerce, Horizon Media Holdings’ specialist agency for commerce and digital experience, and Pacvue, the AI-Powered Commerce Media Operating System, have announced an expanded strategic partnership designed to help advertisers more effectively connect retail media planning, activation and measurement.
The expanded relationship brings Horizon Commerce’s Strategy and Activation teams, including its Blu Commerce intelligence capabilities, closer to Pacvue’s Commerce Media Operating System, enabling a more integrated workflow across planning, activation and measurement on major retail media platforms.

The partnership addresses a persistent challenge for marketers: the systems used to measure media performance and determine investment strategy are often disconnected from the platforms used by teams to execute campaigns.
As a result, marketers can identify an opportunity through measurement but are forced to rely on manual processes, separate taxonomies and retailer-specific metrics to translate that insight into action.
Blu Commerce provides a standardised view of retail media performance across retailers, products and media tactics, including measurement of incremental contribution and iROI.
Pacvue unifies that intelligence with other proprietary omnicommerce signals to power media activation, giving Horizon Commerce’s Strategy and Activation teams one platform to translate those insights into investment decisions and activation strategies across major retail media networks.
